If, in place of the term "true", taken as already understood, the theory had employed some primitive technical term which had no existence outside the theory, it would be impossible to maintain that, by knowing only the principles governing the application of this predicate, a speaker thereby knew the use of each sentence: rather, there would have to be a supplementary part of the theory which stated, by the use of this term, the connection between its application to any sentence and the use of that sentence.

This is a step to elucidation, but only a small step: the really elusive notion is that of truth-conditions itself. What is it to know the truth-condition of a sentence? 35 to constitute an understanding of that sentence to be derived from an understanding of the words which compose the sentence and the way they are put together. It is obvious that we do not want to say that, whenever it is the case that a certain sentence is true if and only if certain circumstances obtain, anyone who knows that fact is to be credited with an understanding of the sentence; the condition is much too weak.

Without this, not only are we left in the dark about the content of ascribing such knowledge to a speaker, but the theory of meaning is left unconnected with the practical ability of which it was supposed to be a theoretical representation. It is not enough that a knowledge of the theory of meaning as a whole be said to issue in a general ability to speak the language: for the whole point of constructing the theory was to give an analysis of this complex ability into its interrelated components.
